The Multilingual Roadmap
The ESL/ENL & Bilingual Department oversees English language instruction and regulatory compliance for Multilingual Learners (MLs) across all iLearn Schools campuses in New Jersey and New York. We coordinate the full lifecycle of student support—including identification, placement, instructional services, progress monitoring, and reclassification—in strict accordance with state and federal regulations. Our mission is to ensure every student receives equitable access to rigorous, grade-level content while simultaneously developing English proficiency.

Fall 2026 Identification Deadline
Mandatory Completion: September 18, 2026 To comply with state and federal law, the ML identification process must be 100% complete and fully documented for every student by this date. This includes the Home Language Survey, records review, and ELP screening. Because this is a strict statutory deadline, no extensions can be granted.
District-Wide Compliance Milestones
September 18: 100% completion of student identification across all campuses.
September 21: Distribution of placement letters to families (must fall within the legal notification window).
Fridays (Ongoing): Weekly lesson plan submissions.
PAC Meetings: Mandatory meetings scheduled for October 30, February 19, and May 21.
June: Annual ESL program evaluation (conducted following the release of preliminary ACCESS scores).
To maintain program excellence and compliance across all iLearn Schools, staff are expected to adhere to the following core standards:
Immediate Service Delivery: Instructional services must commence immediately once a student's identification process is complete.
Approved Curriculum: Educators must exclusively utilize our approved ESL curricula: Connect (Grades K-5) and English 3D (Grades 6-12).
Required Documentation:
Lesson plans must be shared every Friday with the Department Head and the school ADA.
Push-in journals must be thoroughly completed for every integrated session.
Professional Engagement: Attendance at all scheduled PLC days and PAC meetings is mandatory for ESL and bilingual staff.
Timely Reclassification: Exit procedures must be processed as soon as a student meets the required criteria; students should never be held in the program until June if they qualify for earlier exiting.
